Synergy Behavioral Health Solutions is dedicated to integrating and transforming individuals, agencies, and organizations toward a wholistic, inclusive, and trauma-informed care system.

We have a combined 65+ years of experience in the medical, mental health, and military systems. Our founders are leaders in organizational assessment, program design, development, and  evaluation, and transformational leadership.  

Synergy's experience and education with developmental and event trauma, healthcare management, program development, and quality improvement distinguish us as subject matter experts in implementing, utilizing, and evaluating trauma-informed care (TIC) approaches.  

Organizational leaders need strategic solutions to resolve historic workforce retention and recruitment problems. A systemic review of the literature suggests the answer is in assisting educational, public, and social service agencies and healthcare organizations in creating wholistic, inclusive, and trauma-informed work environments and care delivery models throughout their organizations. 

Meet Our Team

Dr. Billie Ratliff

Billie Ratliff, DBH, LCSW, MSW, is a Doctor of Behavioral Health and a Licensed Clinical Social Worker with over 42 years of mental health experience working in various healthcare settings. She is an experienced leader with a demonstrated history of working in the hospital & health care industry. Skilled in Psychotherapy, Customer Service, Case Management, Clinical Supervision, Management, Public Speaking, Team Building, and Behavioral Health.

While serving as the Director of Behavioral Health for UCHealth’s Southern Region, Dr. Ratliff was instrumental in restructuring the patient care model to deliver best practices for behavioral health patients in an acute medical setting. She is a Trauma-Informed Care practitioner, instructor, and consultant.

Dr. Ratliff is a public speaker, and has presented at state, regional, and national conferences on the impacts of mental health challenges, and is a published author. Dr. Ratliff is a Clinical Assistant Professor for the Social Work department at The University of Colorado at Colorado Springs and is the co-developer of the Trauma-Informed Peer-to-Peer Surveillance (TIPPS) program and Sounding the Alarm, a firefighter health and wellness training program.

Billie lives in Colorado with her husband. She has two adult children and in her spare time enjoys sewing and crafting.


Diane E. Scott, DBH, LCSW, MSW, is a healthcare leader who graduated with her Doctor of Behavioral Health from Cummings Graduate Institute. She is a Licensed Clinical Social Worker and certified as a Trauma-Informed Care Practitioner, Instructor, and Consultant. In addition, she earned her Certificate in Management from Duke University.

Dr. Scott is a public speaker and has presented at state, regional, and international conferences and recently published two articles in international journals (see our publications page). Before co-founding Synergy Behavioral Health Solutions, LLC, Dr. Scott was the Chief of Behavioral Health for the Soldier Readiness Processing Center at a U.S. Army installation. She has over 25 years of experience working in the mental health field internationally and across the United States. Her clinical and program management experience includes emergency, medical, and military social work. Further, Dr. Scott is the co-developer of the Trauma-Informed Peer-to-Peer Surveillance (TIPPS) program and the health and wellness training program for firefighters entitled Sounding the Alarm.

Diane lives in Colorado with her husband and two dogs. She has four children and seven grandchildren spread throughout the United States. When she's not working or visiting family, Dr. Scott enjoys traveling, playing tennis, hiking, and running.
